What is OSHA's Language-of-Understanding Requirement?
OSHA’s 2010 Training Standards Policy states that training must be presented in a manner that employees can understand. This means that safety training, hazard communication, and related instructions must still be accessible to workers who don’t speak English well.
How the Requirement Affects Manufacturing Plants
Hazard Communication under OSHA 29 CFR 1910.1200, Lockout/Tagout 1910.147, Respiratory Protection 1910.134, Fall Protection 1926.501, and PPE 1910.132 all involve training, instructions, or safety information workers need to understand.
This is especially important for facilities with LEP workers across multiple shifts, plants, or job functions. If a worker cannot understand a safety briefing, incident debriefing, chemical label, SDS sheet, or equipment procedure, you may face safety and compliance risks.
Language Access Plans and OSHA Readiness
A documented Language Access Plan can help manufacturers show how they provide interpretation, translated materials, and language support for safety-related communications. This often includes human interpreters for high-stakes conversations and translated written materials for recurring procedures.

Penalties can make language access a financial concern, not just a safety one.
